Does two talaq count as a divorce?

Question:

As-Salaam. May Allah Bless You.
In October 13 my estranged husband txt me a first talaq, then a second in November 13.. When it came to the third, he did not txt it to me. In my heart I believe to be divorced. However, the law is unclear. I have been advised by an Alim that the divorce counts and after the 16th January 2014 I have reached the end of Idah and can marry again.

We have been separated now for almost 5 years. He has made no attempt for reconciliation.

I would appreciate if you could clarify if I am, in the laws of Islam, a divorcee..
