Tayammum

Question:

Assalamu Alaikum wa Rahmatullahi wa Barakutuhu,
We live in a city apartment and sometimes there is a shortage of water (lasting several hours to a day). Is there some sort of modern-day tayammum in this case to replace gushl? Sometimes water is not enough for wudhu, as we first need to conserve drinking water. What could be done then?

In the winter there is the same problem that sometimes there is no warm water for hours and if we should take gushl with cold water we might catch cold. Also if I already have the flu, taking bath even with warm water might make me more ill, as there is no heater and winter air is very cold. In these cases, may gushl/prayer be delayed or is there some sort of alternative? Thank you, Salaam
