Yes, there is general permission for marriage as this is the sunnah of the holy Messenger of Allah (sallal lahu alayhis salam). But there has to be a marriage talk between the guardians. Please initiate that talk by requesting your guardian to formally propose to the guardian of the man you like. Time is running. If you are to shy or intimidated to express your liking for him then express it through your parents/guardians/friends to him or to his guardians in order to decide and then move on.
Please offer two rakats nawafil prayer after Isha and then ask Allah to guide you for the best of results regarding marriage.
