Answer:
If the effect of alcohol in medicine can be seen in the form of intoxication, then it is haram, but if no effect is seen and alcohol is added as a preservative, then there is nothing wrong with it, because alcohol content does not have any effect. In your case we see that alcohol in herbs is in the form and amount of intoxication, therefore it is haram.
