I would like to ask whether betting on Shariah matters is allowed due to the Hadith about the prophecy of the Roman win as predicted in the Quran, when someone bet 7 years for the win to happen and then the Prophet (PBUH) told him to extend by 2 yr.

The answer is no, as the bet mentioned in the hadith took place before the categorical prohibition of gambling, as mentioned by Ibn Mas`ud, Qatada, al-Zuhri, and al-Kalbi in the Tafsirs of Yahya b. Sallam, Tabari, Ibn Abi Hatim, Abu al-Layth al-Samarqandi and others. Friendly risk-taking promissory wagers may be placed only on the outcomes of horse or camel racing, and archery contests because these were mentioned specifically in the Hadith as permitted.
