To whom the Qur’an refers in the sentence “and those who have not menstruated as well” 65:4 ? Does it refer to pre-pubescents, or to another group? Are there different tafsirs?

Answer:
As-Salamu ‘Alaikum wa Rahmatullah
Verse 65:4 does not mention nor imply under-age girls as they cannot get pregnant due to their biology. The verse refers to those women who have missed their period and are not sure if they are pregnant or not. They are to wait for three months. (See translations here.)
