Assalamu alykum Shaykh,
I wish to get ijazat on Istikhara,khatm e qaderiya and hejbul bahr to straining my I’maan and I wish to do something fee sabeelillah for the people around me that are suffering on disease or other shaitani problems. I want to pray to Allah SWT with the effective dua‘s hiding myself from them. Sallallahu Alayhi wa sallam.

You can do istikhara any time. You have ijaza for Hizbul Bahr, in sha Allah.
