Surah el Fatiha in 3rd and 4th raka

Question:

Salam alaikum.

What is the proof of the Hanafi school that reciting Surah el Fatiha is not compulsory in the 3rd and 4th raka of any fardh prayer?

Answer:

Waalaykumussalam warahmatullah. 

It is compulsory.
